You'll have to experiment to get the timing right, but essentially when you feel yourself getting ready to cum, stop jacking. If you have a full blown cum, stop a little earlier next time. If nothing happens, go a little longer next time. Eventually you'll be able to pour out (not shoot out) some cum almost every time.

What's worked best for me is to give some good attention to the head of my cock. It's always been a nice sensitive area for me; and I like almost driving myself crazy by playing with the head with my thumb and forefinger with a little good lube, saliva, and/or fresh precum. Here is a post I wrote for another discussion. Hope this helps.
To slowgasm, pull you pud as usual, edging up and backing off several times. It helps to be really horny and carrying a big load of juice. There is a variation called "The Crook" that you may want to go read about and try, 'cause some of the comments sound like it might be a fun way to get a slowgasm going.
